That admonition appears to use hyperbole to convey the seriousness of sin...not to encourage people to pluck out their eyeballs.
That is certainly hyperbole since unlike something like booze, eyes are a vital organ, and the negative effects of removal would be profound, while to rid oneself of lustful thoughts could also justify removal of the mind itself.
And since it is our sinful nature that leads us to sin, then consistent with the removal principal, suicide could be justified. But spiritually this mortification is exactly what the Spirit of Christ prescribes. (Rm. 6)
