I can’t imagine the constitutionality of this. Didn’t know the legislative branch could write in specific text to hobble a potential future president.

If that were constitutional why stop with Ukraine funding? Hell how about they just pass as many bills as they can and stipulate Trump gets impeached if he tries to reverse any of them.

It's a desperate Democratic and RINO anti-Trump election year stunt imo, probably intended to make hopeful Trump 47 look helpless in the eyes of constitutionally clueless, post-17th Amendment ratification voters.

In fact, note that peacetime taxpayer dollars for foreign aid are unconstitutional, evidenced by the following clarification by Justice Joseph Story.

If the tax be not proposed for the common defence, or general welfare, but for other objects, wholly extraneous, (as for instance, for propagating Mahometanism among the Turks, or giving aids and subsidies to a foreign nation, to build palaces for its kings, or erect monuments to its heroes,) it would be wholly indefensible upon constitutional principles [emphases added].” — Justice Joseph Story, Commentaries on the Constitution 2 (1833).

Democratic and Republican Trump supporters need to immediately primary all incumbent state and federal lawmakers up for reelection this year, replacing them with Constitution-respecting patriots who will support hopeful Trump 47 to finish draining the swamp.
