President Trump wanted to call up 10,000 of the District of Columbia National Guard prior to January 6. As President he couldn’t without the consent of the DC Mayor or Speaker of the House, thus they stayed home. Not sure if it required one or both to consent, but neither did.

How is this possible when DC is not mentioned in the US Constitution, Art IV Sect 4 as a sovereign state, nor was it raised to that status by a Constitutional Convention? All the states have governors. DC has a mayor.

To correct the insanity put forth by Biden, the several States should send all their Fed illegal alien 'parolees' to DC for further processing of immigration in DC's political 'neutral' space.

Consent of DC Mayor to call them up.

Consent of the Speaker of the House to assign them to guard the Capitol grounds.
