Artemis is so far behind schedule that it is endanger of cancellation, ceding the Moon to China. Congress is aware of the China problem, but there is great concern that Artemis will not get a manned mission to the Moon before the Chinese get there in 2030
China aims to become the dominant space power by 2045. Congress has serious doubts that Artemis is the way to beat them.

“In my judgement the Artemis program is excessively complex, unrealistically priced, compromises crew safety, poses a high mission risk of completion, and is highly unlikely to be completed in a timely manner, even if successful for the United States and its partners not to be on the Moon when others are, is unacceptable.
“We need a program which is consistent with that theme; Artemis is not that program. We need to restart it, not keep it on track.”
The SpaceX Lunar Starship entails 11 launches of complex super rockets just to get 2 people to the Moon. To the Moon, not on it. The Artemis program envisions first orbiting the Moon in a specially built station. (The Chinese are going to land on the Moon much like Apollo did with their Long March 10.)
Neither SpaceX nor Blue Moon have a descent escape system. If anything goes wrong on descent, the people die.
