Actually seems like a good law for once.

“Because you’re a cop.”
I hate to praise goofy California, but this is a really good law. It should be enacted elsewhere. Too often:
Police officer: License, registration, and proof of insurance.
Driver: Why did you pull me over?
Police officer: Are you trying to be difficult? Step out of the car.
And so it goes downhill from there. And what does it take to give the reason for a stop? Maybe only five seconds of the officer’s time.
Yep. Out of all the lousy laws coming to California at the start of the year, this one doesn't actually suck.
You can Back the Blue, support law and order, fund the police, whatever, but remember, at the end of the day, cops are agents of the State.
Knowledgeable LEO open the conversation with why.
Saves a lot of trouble.

I get that cops (and everyone else) might say something that later on turns out to be wrong. We are all human. Unfortunately, too many cops will deliberately lie right to your face.
“You are always required to identify when asked by a police officer.” - No you are not.
“I smell the odor of marijuana coming from your car.” - But no one has smoked marijuana in your car, ever.
Etc.
It’s trash behavior on the part of the police. And it reduces the public’s trust in them. Unfortunately, the Supreme Court has ruled that cops can deliberately lie to you. The precedent is:

Now what’s to prevent a cop from lying. “I pulled you over because your driving is erratic”. A cop could use this reason or something similar to justify any pull-over. Cops are not stupid!
normally they ask you your name first to see if you are going to lie to them, and then tell you why you’re pulled over
specially if the plate returns wants or warrants...
“You smelled my donuts?”
You are required to tell the police why they pulled you over?
What if the dash cam contradicts that?
In a ghetto, some where in SoCal:
Cop: I stopped you for speeding. I need to see your license, registration and insurance.
Ghetto ambassador: I wasn’t speeding.
Cop: OK, I still need to see your license, registration and insurance.
Ghetto ambassador: why did you stop me?
Cop: because you were speeding, I need to see your license, registration and insurance.
Ghetto ambassador: but I wasn’t speeding.
Repeat ad infinitum.
Complaint: the officer did but tell the ghetto ambassador why they were stopped.
