It is important to note that Black Sea Flotilla HQ is not just commanding Naval forces, but also Ground Forces in the Crimea and Kherson Regions.
So perhaps this might have been planned as a precursor to a move there, or targets of opportunity might develop as a result of it.

Politically, Putin may want to demobilize some of the folks who had been mobilized a year or more ago, before his upcoming election. Between that, and hurrying more into the meatgrinder to get some battlefield gains before the election, he might really stretch them thin and ride them hard for the next couple of months.
After the election, I’d expect another mobilization in Russia.

The observation drone is a DJI Mavic.
The top of the screen has a warning "Attitude Mode. Fly with Caution."
This occurs when the drone does not have enough GPS information for navigation.
My guess is the drone operator can deselect GPS whenever the drone detects GPS jamming.

The video shows a low power laser tracking a bird in flight.
I am posting this to show a concept that I believe would disable quad copter drones.
A laser powerful enough to burn the video camera of a quad copter drone would make it impossible for the drone pilot to identify a target to attack.
This is surely one of the most surreal moments of the war yet
