This Hunter Biden thing is a maneuver by The Swamp to provide GOPe types in Congress to get loud about something and get their Never Trump realities submerged in the media.
This is mostly a matter of protecting themselves in primaries. It gives them something to talk about to voters, rather than have to defend themselves for doing so little about the prosecutions of Trump.
