It makes sense to people who assume the gun is the problem, rather than the criminal. This is why we have to reject the term "gun violence". Guns are not the issue. Violent offenders are. Instead of "getting guns off our streets", the issue is to get the criminals off our streets.

This is why we have to reject the term "gun violence". Guns are not the issue. Violent offenders are. Correct. The creation of the term "gun violence" was to direct legislative attention to guns. By focusing on guns, the problem is defined as guns.
This is classic manipulation of thinking by Orwellian phrase creation.
