Sure he had the opportunity, while he was in the midst of being “impeached” for the second time. Trump could have literally preemptively pardoned the January 6th protesters in the final seconds as president. Thus it wouldn’t come under the purview of an impeachment as Congress would no longer have in personam jurisdiction over Trump.
