One of the very few good things that Clinton did, along with having a budget surplus for a couple years. I can’t think of much else.
There was no budget surplus. It was BS accounting (SS fund’s surplus listed into the general fund) and massive sales of short term T bills at lower interest rates.....which all went away when the T bills were redeemed and refinanced at higher rates after Clinton left office.
