“Russia’s Secretary of the Security Council Patrushev made remarks today about economic mobilization while in the Central Federal District (green below). It’s important to read his speech in context. Most of it was about securing sites from drone attacks and preventing sabotage /1

Patrushev claimed Russia has dealt with “8,000 attacks by the Ukrainian Armed Forces” in border regions Bryansk, Kursk, and Belgorod. Note: these districts have been under increased restrictions for over a year. (think of their status like martial law ultra-lite)/2

Patrushev then adds the importance of protecting critical infrastructure from drones and sabotage, and for this region to develop countermeasures. He often emphasized “biologically hazardous facilities” as needing extra protection /3

He wants “social, transport and energy infrastructure facilities” protected. These are standard critical infrastructure categories, and an expected response to many explosions, drone attacks, and derailments lately. The easiest way is to stop the war, ofc. I digress... /4
Specifically Patrushev says : “it is necessary to quickly complete the establishment of regulatory requirements for equipping these facilities with special technical means of countering unmanned aerial vehicles.” /5

This statement got my attention as part of a larger set of events, “necessary to ensure the formation of mobilization plans for the economies of the constituent entities of the Russian Federation and municipalities.” but I’ll still qualify this below because it needs context: /6

He’s saying this from the Central Federal District, which as a border region is mostly in a heightened status for over a year. The same can be said for parts of the Russian defense industry and affiliated industries (like textiles to make uniforms etc) /7

According to Russian territorial defense concepts, in a period of martial law or mobilization, civilian and state businesses and local governments have certain responsibilities to provide for, and command relationships with, the military and national guard. /8

Creating closer relationships for mobilization and martial law is something that Shoigu began to spearhead ten years ago in 2013, and as a process is incomplete. Patrushev can ask for these plans, but recent history does not show fast progress. /9

My views on these comments is that they are another box checked to a complex process and trend that has been slowly underway for over a year: to slowly bring the Russian economy into a war footing without spooking the population or shock the elites /10

There have been a series of Russian laws and processes modified to suggest they continue to prepare for a larger mobilization of the economy if needed, but they are not there yet. It’s troubling that they keep putting laws and money in place, as a sign of their intentions/11

It’s worth keeping track of these comments, but note their scale (Central FD regions are a higher mobilization readiness status already), and how quickly the Russian state can get things done while they are stability minded (in other words not so quickly) /12

Defending critical infrastructure from drones and preventing further sabotage is an expected response from them, and they are a little slow on this given how long it’s been happening. /13

Important additional signposts to watch for (if they happen): expansion of martial law procedures to all western and SE Russia regions or beyond, more municipal coordination with fed districts and military district HQs in particular, surge in mobilization related defense orders

a could introduce counter-UAV tech or air defenses for some facilities, but there are many capacity restraints here. ( @sambendett ) Other methods could be more RG force presence on roads and rail—again balanced against capacity and giving an air of normality/control. /15”

These particular men spent 4 nights in the pit completely naked. This was revealed by the wife of one of the mobilised Russian men who ended up in the pit after refusing orders. An informal delegation from China, which includes serious Beijing lobbyists, urgently arrived in Moscow.

Their task, according to our data, is to prepare the ground for China’s purchase of warships from the Russian fleet.

It has not yet been possible to find out which ships we are talking about.
