Hmm. When I think of war I don’t think babies. Having been deployed in combat, I can definitely say we didn’t utilize babies for combatants. So, just speaking logically, babies and fog of war do not belong in the same sentence.
We do not generally choose to kill individual babies.
However, bombs and artillery are indiscriminate killers, and there is lots of "collateral damage".
