Putin likes to talk tough and use bluster as a way to keep his minions worked up against the west. This is true of most Russian speeches made for internal consumption.
Russian “talk” always tends to be “over the top.” Just look at the Russia supporters here on FR. They run around like they have pellets of uranium raining down on them.
