Oswald was well known to both the CIA and FBI, because of his time in Russia, his Russian wife, the 'Fair Play for Cuba stuff. The CIA involvement was after the fact so as to avoid any blame coming back on them. They wanted to make sure that Oswald was blamed 100%.
