Putin might use nukes on Wagner?

Maybe. I have wondered about that. He may not have the ability to do so.

It would have to be tactical nukes. Who controls them, and are there any available for his use, in the right place?

He has air assets available, and they probably have some tactical nukes. But nuking Russians on Russian soil seems pretty risky...

At this point the Russian MOD southern district headquarters is under Wagner control. At this point Wagner may have access to any tactical nuclear weapons in the area.

The use of nuclear weapons inside Russia is unlikely. Nobody in Moscow is going to nuke one of their own cities, or risk further alienating Russian military members who are thinking about which side they want to be on.
