I forgot another possible effect of tariffs is bringing manufacturing back to the USA, but the issue is that the gap in labor rates/expenses is too great for normal tariffs to be effective in that endeavor...(Slave labor rates vs. $15+ min. and much more for union manufacturing jobs).

Manufacturng is not labor intensive even in the USA. The tariff would only have to be about 8% to cover the PER UNIT increase in labor cost.
