She’s the USVI delegate essentially an observer not a representative. She shouldn’t have any role on House committees, House governance etc. Anything more then sitting watching, taking notes on testifying on USVI issues should be forbidden. If She’s outside those roles it’s illegitimate and taints the activity.

By law, Delegates can vote in committee but nowhere else.

That said, it's instructive to see how even United States territorial Delegates can't resist the Caribbean banana republic lure of wannabe dictators.
