Appearance and reality are very often two different domains of thought. What appears to be might not be what is. The war between two non-NATO nations appears to be a war between a non-NATO nation and the whole of NATO, though those like Germany's Baerbock and the EU's Borrell have had to walk back their declarations of war, in favor of an appearance of not being actually at war.
In politics and other legal domains, this is sometimes termed the strategy of plausible deniability.
