Maybe he can, maybe he can't. The low bar was set by Biden, with a dozen or so people, in cirlces, and he won stole the election. I've been to 4-5 Trump events in Northern Nevada. These have ranged from 1,500-5,000. Not everyone is an entertainer like Trump. Kamala, if I recall correctly go a 40,000 audiance at a California event once (and bet they won't return for a follow-up). Anyway, so long as he doesn't pull a Jeb 'Please Clap', he'll be fine.
