Dr. Malone was supposedly a consultant to the classified DTRA DOMANE project. It may be a large misrepresentation to represent him as the principal and sole decision maker of that project, and because it was classified he may not be free to discuss it.
It’s quite common for someone who turns out to be a good guy to have been a consultant to or underling of the bad guys. MIT Professor Richard Lindzen was a leading consultant to the UN IPCC, the mother church of the climate-change-crisis fraud. Professor Lindzen has since been quite emphatic in denouncing the continuing fraud in memorable language, which I can dig up if you are interested.
In the Philippines General(and later President) Fidel Ramos was a loyal underling of the Marcos dictatorship until the moment he staked his life on backing the people power revolution of Corazon Aquino. He won that bet, but it easily could have turned out otherwise.
So I am inclined to give Dr Malone the benefit of the doubt, unless you can present clear evidence that he made evil choices acting on his own.

He was the one pushing not only the killer Remdesivir (which is still the hospital “standard of care” for Covid in the US!), but also the entirely useless Pepcid-AC over HCQ and Ivermectin in order to get the determination that there was no effective therapeutic and thus the immediate, killer jabs could be unleashed.
He was a key agent as CMO when required and even claimed to have cured himself of Covid anecdotally with Pepsid. I think if you look a little deeper (and honestly), you will see him as a key agent in all of this.
