EU to produce 1 million of artillery rounds per year

The European Union has agreed on a plan to ramp its production of artillery shells to 1 million units annually, French news agency AFP reported on May 2. The EUR 1 billion ($1.1 billion) program will be funded by the EU allocating EUR 500 million to it, with the same amount contributed by individual member states.

Thierry Breton, EU Commissioner for Internal Market, stated that the European defense industry must switch to a military economy as it is currently unable to meet the security demands of Ukraine and EU countries.

Ukraine is currently facing a shortage of artillery shells, which limits their military usage, and on April 22, an unnamed EU representative said the bloc is preparing to spend one billion euros for joint artillery ammunition purchases for Ukraine.

Financial Times reports indicate that Ukraine has asked the EU to send 250,000 artillery shells every month to the Ukrainian armed forces to address the deficit, while Defense Minister Oleksiy Reznikov stated that millions more are required.

During an informal meeting in Stockholm in March, EU defense ministers backed a proposal by the head of European diplomacy Joseph Borrell to utilize EUR 1 billion from the European Peace Fund to resupply Ukraine from available stocks. Borrell added that another EUR 1 billion could be used for joint ammunition procurement.

This is hardly the first Ukrainian offensive.
If they did it before, why shouldn’t they do it again, being better equipped and supplied?

Agreed, although they will be equipped with Western gear, their experienced NCO’s and Officers have been largely “ reduced”, I don’t expect much from a bunch of 18-60 year olds pressed into service with very minimal training.

It is quite obvious the collective West is willing to fight to the very last Ukrainian ( as stated), it appears the slaughter will continue.

Not at all. Remember, most of this “imminent counter-attack” hype comes from Russian sources. Think about it: In 1944 the Germans said the same thing about the Allies invading the continent; only, they said the invasion would be focused on Calais. In other words, Germany was guessing. Just as Russia is guessing now.

I doubt your assumption that the Ukes lack cadre.

This is a dynamic process, not a fixed condition. Training at all levels has been going on, and probably more usefully, a lot of “green” units have been in operations and in combat over the last year.

Ukraine has a lot of veterans by now, and highly likely a large number of experienced nco’s and junior officers have risen from the ranks. That happens in all wars.

Er, no, that’s not SOP based on evidence.

Uke air defense systems were dispersed from the outset.
That’s why they survived the initial Russian attacks on the first day, while the equipment was not yet deployed.

There was no single great kaboom. That’s what led to this year+ state where the Russians can’t use their airpower over Ukrainian territory. If all of that had come to pass this war would have been over long ago.

‘Explosive Device’ Derails Second Russian Freight Train Near Ukraine

A freight train derailed on Tuesday in Russia’s Bryansk region bordering Ukraine due to an “explosive device” on the tracks, the local governor said.

The announcement of the derailment, which is the second to occur in the region this week, came as Russia was hit by a series of similar attacks while Kyiv says it is preparing for a counteroffensive.

“An unidentified explosive device went off near the Snezhestkaya railway station,” Bryansk region governor Alexander Bogomaz said, the day after a similar train derailed in the same area.

“A locomotive and several wagons of the train derailed,” he said, adding that there were no casualties.

The station lies about two kilometers outside the regional hub of Bryansk, while the explosion that caused a train to derail and catch fire on Monday occurred near Unecha, closer to the Ukraine border.

Russian Railways put out a statement saying the train had derailed due to “the intervention of unauthorized persons in the work of rail transport”.

It did not mention an explosive device.

The state operator said the incident took place at 7:47 pm local time (1647 GMT) between Snezhetskaya and the nearby village of Belye Berega.

It said the train’s front locomotive and “around 20 wagons” were derailed and that rail traffic in that section had been suspended.

There have been many reports of sabotage on railways in Russia since Moscow launched its Ukraine offensive, but this week is the first time officials confirmed attacks on this scale.

Since early April, when Pentagon briefing slides about the state of the Ukrainian army 'leaked' onto the web, the writing in 'western' media about the much discussed Ukrainian counteroffensive has become more gloomy.The hyping is largely gone and the assessments become more realistic. Three days ago the London Times offered a piece in that category:

Ukraine isn’t ready for its big offensive, but it has no choice (paywalled, archived version) Kyiv is locked into a spring or summer push despite burning through ammo so fast that the West can’t keep up.

[W]hile the Ukrainians are moving quickly to assimilate their 230 new and reconditioned western tanks and 1,550 armoured vehicles, they still lack proper air defences for any big offensive operation. That puts them at risk from Russian airpower. Western defence sources are also uncertain whether senior commanders can adapt to the new systems as well as their soldiers on the ground.

Yet Kyiv has little real choice but to launch a major spring or summer offensive. Its leaders are increasingly boxed in. As an American defence official put it: “The Ukrainians have surprised us as well as Putin in the past, but have much less room for manoeuvre now . . . and the Russians know it.”

President Zelensky has managed the West with great skill, but to maintain its support he has to show what Washington insiders rather tastelessly call a “return on investment”.

He must also balance domestic politics. Hawks such as Kyrylo Budanov, Ukraine’s military intelligence chief, prevent any meaningful talk about negotiations, even though some in the government think now is the time to put out feelers. One western diplomat in Kyiv described a “surreal parallel experience” as his interlocutors “discuss potential formats for negotiations one evening” and then “shout that there can be no talks with Russia” in public the next day.

During the war Kiev first burned through its standing army material and personnel. It then received a large amount of Soviet era equipment from former Warsaw Pact members and burned through that stash. It has now received 'western' arms for a third army that will largely consist of mobilized civilians with little military experience. After the counteroffensive has run its course, no matter the outcome, that third army will largely be destroyed. There will be no more material and personnel for a fourth army.

Update on the conflict in Ukraine for May 1, 2023:

- Russia has conducted multiple large-scale missile strikes across Ukraine including the targeting of potential staging activities ahead of Ukraine's spring/summer offensive;

- Russian missile strikes are also exhausting Ukraine's air defense capabilities at a rate difficult for its Western allies to replace;

- Errant Ukrainian S-300 missiles falling into populated areas and causing civilian casualties are now regularly blamed on Russia;

- Several of Ukraine's remaining S-300 systems appeared to be moving into Kherson to provide potential air defenses ahead of the expected offensive but were discovered and destroyed by Russian Lancet kamikaze drones;

- There has a been an up-tick in fantastical propaganda across the West, reflecting the growing issues Ukraine's war efforts face in reality;
