The Bayh-Dole Act put the FDA in bed with pharma - they now profit together. The FDA used to be a stern objective 3rd party reviewing drug/treatment proposals and testing them etc. Now the FDA lets the pharmas do their own tests, write their own reports, and if something goes wrong, the FDA shrugs and says,"They didn't tell us so...."

I agree. I think it is likely the FDA is similar to the FAA. The agencies don’t have the technical expertise to tell OEMs how to manufacture drugs and airplanes, but are there make sure they follow procedures.
