“Unreleased Report Finds Faults in Amnesty International’s Criticism of Ukraine”

“The rights group commissioned an independent review of its August accusation that Ukrainian forces illegally put civilians in harm’s way.”

“Amnesty International’s board has sat for months on a report critical of the group after it accused Ukrainian forces of illegally endangering civilians while fighting Russia, according to documents and a person familiar with the matter.

The 18-page report, a copy of which was obtained by The New York Times, underscores the complexity of applying international law to aspects of the conflict in Ukraine — and the continuing sensitivity of a matter that prompted a fierce and swift backlash to the human rights group.

In a lengthy statement on Aug. 4, Amnesty International accused Ukrainian forces of a pattern of illegally putting “civilians in harm’s way” by housing soldiers nearby and launching attacks from populated areas. Russia, which has shelled civilian buildings and killed many civilians, portrayed the finding as vindication, but it otherwise incited outrage.”

“Lockheed wins $4.8B guided rockets contract”

“The Army on Thursday awarded Lockheed Martin a $4.8 billion deal for Guided Multiple Launch Rocket Systems, which the U.S. has sent in large numbers to Ukraine.

The U.S. has been providing GMLRS, along with the High Mobility Artillery Rocket System launchers used to fire them, to Ukraine since last summer to help it fend off Russia’s invasion. (The Pentagon has not disclosed the number of GMLRS sent to the country.)

The service plans to ramp up GMLRS production from 6,000 rockets a year to 14,000 and expects to sign a multiyear deal for them in fiscal 2024, thanks to a new congressional authority. Multiyear contracts, usually reserved for expensive and large programs, provide longer-term certainty that can lower the cost.”
