True, but is an extradition for an unlawful political prosecution a legal extradition?
That appears to be an open question that has not been settled.
A governor may deny extradition if the person in question is not a fugitive. That is straight from 18 USC 3182.
A fugitive is defined in 18 USC 921 as “any person who has fled from any State to avoid prosecution for a crime or avoid giving testimony in any criminal proceeding.”
Since Trump is in Florida if and when he is charged, he did not flee from another state and is not a fugitive.
