Balloon launches involve notifying the FAA prior to launch and immediately prior to launch to ensure no issues with commercial and military aircraft.
To launch without such notification is very dangerous and no doubt illegal.
Not sure how else government can deal with such activities other than what they have been doing.
According to what I’ve read, some do require notifying the FAA, others do not require prior notification.
