I expected the Navy to have a swarm of PT boats(with external booms) stationed offshore South Carolina in the expected splash zone, and a few industrial submarines to collect sunken debris as what we had in the Oil industry (to inspect underwater pipelines for leakage and weightcoating condition). Sheesh, we were more competent in 1957 Air/Sea Rescue and Recovery Service in my USAF years at Tyndall AFB.
No way this was a hot air balloon. You couldn’t even cross the continental divide in a hot air balloon. This was H2 lift.
Right. And the fighter apparently fired at the intel package rather than the balloon. Why?
You are correct, of course, but it was a joke that was intended to show the dishonesty of this administration. I feel for the career military officers that have to ‘support’ this lying drivel. They have two choices: accept or resist. And if they refuse legal orders, then they will be court martialed and probably be put in Leavenworth, KS.

What’s important is to know what/how it was transmitting info back to the Chinese Intel. And the fact that they waited until the balloon got offshore in the Atlantic than trying to sequester it somewhere onshore is pathetic. They could’ve sent some unmanned drones to hook the balloon and carefully bring it down to the ground carefully.
Then it destroyed the valuable package!
