Question: What if they had a nuke to detonate high in the air to burn out every computer we have? An EMP pulse could wreck us in one blast. How big would such a bomb need be? The power grid might be their target. We do nothing and they will send more.

EMP only work within the line of sight. At 60000 feet that would be a 500 kilometer radius. And even then the EMP blast decreases with the square of the distance.

It’s not high enough. A nuclear bomb would weigh too much to put up in a balloon.
