On the recommednation of Texas U.S. Senator Phil Gramm, Hoyt was nominated to the United States District Court for the Southern District of Texas by President Ronald Reagan on November 24, 1987, to a seat vacated by Carl Bue, Jr..
Gramm pushed repeal of Glass-Steagall in the 1990s. Got Blowjob Clinton to sign it in 1999 allowing big banks to form mortgage backed securities; ten years later (2008-2009) housing crash, worst economic wipeout since grandparents depression. Banks bought themselves a bailout, everyone else suffered greatly.
