They signed it willingly. Not one of them told her to GFH.

You know this is a Gateway Pundit story right? The entire website was sounded on the misuse and deliberate overuse of incendiary language.
Still, I think "forced" isn't too far out of bounds here. Imagine being a security officer on the AG's personal protection detail. Almost certainly you are on the earlier side of your police career, working for that government pension but not yet retirement eligible and not in a financial position to say "to hell with this job" if you don't like something. Your career path also depends almost entirely on staying within the good graces of government. Your protectee, who also can make you PNG for any law enforcement job in the entire state, deliberately poisons herself on your watch and has someone from her legal team push an NDA in your direction, strongly implying that if you don't agree, and even if you hesitate, your career is over. I'd call that forced. Happily one of the cops lodged a grievance and the NDA was declared null and void, but that's no guarantee.
