So a T-shirt shop that has satiric content or content that might be politically incorrect (Trump won 2020) that is probably covered by the First Amendment can have their money scavenged from their acccount without any legal basis such as a court order. How can this be legal?

Technically, its not a fine; rather, its liquidated damages for breach of contract.

We need a PayPal alternative that is accepted nearly everywhere that paypal,is accepted.

Can't do anything about who accepts it, but GabPay is fine alternative to Paypal.
