That was Manchin. He was too caught up in the audience to pay attention to the guy signing the Bill. When Joe is in a room, it seems everybody ignores him, and either makes the rounds of the room like Obama did with Joe following him around like a lost puppy, trying to get his attention, or they get distracted by the camera lights, and forget Joe is even in the room.
