How is this even possible? Once something is declassified, could it not then potentially be dispersed? And if so, would it not then be impossible to classify it again without knowing every individual who had access to the declassified documents?

If something has been made public, you can’t really make it “unpublic” again. The cat is out of the bag at that point.
