The Permian basin is mostly in Texas.

The EPA has a history of using the ozone rules to close plants in Texas, and has for more than 30 years.

The crazy thing is, to my understanding, that ozone in our atmosphere is quite unstable. It will only remain ozone for several minutes before breaking down the chemical connection and simply becoming oxygen molecules. So, what’s the harm? I mean, it’s oxidative, but only for so long as it remains ozone.

But, it’s been a while since high school chemistry.
