What exactly was done here? What is meant by the article's: "The Senate voted to proceed to the bill just more than an hour after negotiators unveiled its text, giving lawmakers little time to digest its details." What is "voted to proceed?"

It's one thing if this vote was to pass the bill on up to the fake prez to make it a law. If that's the case then the Republican senators are truly the RINO's everyone is making them out to be. It's another thing altogether if this vote was to end debate and bring it to the floor for the real vote so that the right-denying Dims will be on record as trying to take away our rights but failing.

Senate procedure in a nutshell ...

Motion to take up a matter for consideration
Motion to end debate
Vote on the substance

The first of three steps has been taken. senate protocol is minority veto (cloture), but as long as 60 senators are on board, anything can be greased through. If there are zero objectors, matters go from hidden from the public to passed in seconds. This bill certainly has at least one objector, so requires the elapse of time associated with motion to end debate. It’ll be passed by the weekend.
