"Napoleon Dynamite" is a bit of a cult classic. I think you had to have been a socially awkward kid in high school to truly appreciate it (yes, I was one of those). It had a lot of cringe-worthy scenes like the one at the chicken farm where the kids are fed raw eggs and white bread for lunch.

That entire movie was filmed for about $400,000 and yet went on to gross $50,000,000. Not bad.

As for truly bad movie, I would go with "Pee Wee's Big Adventure". I was always repulsed by Pee Wee Herman (played by Paul Reuben), even before he was caught pleasuring himself in a movie theater. Just a creepy character all around.

“Just a creepy character all around.”

The thing is, he was kind of supposed to be creepy. He was originally created as an adult stand-up comedy act with risque jokes and gags. A few years ago, Reubens did a special that recreated the original style of the act on Netflix and it was pretty good.

But somehow Hollywood didn’t get the joke and thought the character would be good for kids’ movies and kids’ television. So I guess Reubens just took the money and said what the heck.
