Why would the DoD encryption not be on a government laptop unless to circumvent the law?

A possible explanation: he was a Navy reservist. As a senior Air Force reservist, I was issued a government card reader for use on my private computer so I could access personnel and administrative data. I don’t know whether that included government encryption, but if they did, that could be one reason. However, I was never permitted to access actual classified material outside of official computers within the appropriate NIPR, SIPR or JWICS systems.
