Absolute rubbish. Ukraine never “had” nukes, some were on its territory. All created, maintained and controlled BY RUSSIA, the leader of the Soviet Union. By far the most dominant leadership of the USSR. Ukraine never had any opportunity to have nuclear weapons whatsoever. It didn’t “make a choice to give up nukes” because those nukes weren’t theirs to begin with.
