The truckers should stand down. Then, the next day they should follow the Polish playbook: general strike, totally nonviolent. Truckers, warehouse workers, and anyone who would join them should immediately do so. It’s not illegal to do NOTHING. They can shut the country down by just sitting at home watching hockey and drinking beer.
