" Criminals are caught and arrested, turned over to local authorities for booking, arraigned before the local courts, charges are reduced to a misdemeanor or petty offense, and the criminal is released after paying a nominal fine.These individuals are generally caught and released back onto the streets in less than twenty-four hours. Even with all the arrests made, the no-cash bail policy and extended timeframe for suspects to appear in court is causing re-victimization to UP by these same criminals. In fact, criminals boast to our officers that charges will be pled down to simple trespassing – which bears no serious consequence. Without any judicial deterrence or consequence, it is no surprise that over the past year UP has witnessed the significant increase in criminal rail theft described above."

I’m okay with all legitimate commerce, large and small, leaving LA. The jobs and working people will follow, leaving only the criminals. Sounds like a bad movie plot but would be real.

The police and prosecutors are an obstacle to the enforcement of property law.

They should be defunded 10% per year until they get the message.

And we return to the age of men riding shotgun for freight. With shotguns.

Railroads used to have their own police and one screwed with them at your own peril.

My father rode the rails around the West Coast for several years in the 1930's, following the harvest. He said that the railroad police were very helpful. They would tell people which trains to hop to go wherever, and direct them to rail cars to ride in. He said the only people he saw having problems with rail police were those causing problems or damaging railroad property.

I like your approach, but it lacks a deterrent effect. When a bookie rubs out a deadbeat, he may lose any prospect of being repaid, but he discourage deadbeats, but only if the circumstances of the deadbeat’s demise are widely known. It’s not just D’Shawn that you need to worry about, but his cousins, and bruthas.

Self insurance is not a universal option for companies. In fact, it is illegal in some states. What is common is that companies will have large deductible policies such that the majority of claims do not fall under the umbrella of the insurance policy.

I had a damage claim that I butted heads with a claim of self insurance once. The company I had the claim against said they were self insured and I pointed out that this was illegal in my state and was going to report them to state regulators. I could care less they were incorporated in Delaware. So, I reported them to regulators in Texas where I resided and the claim was located, Ohio where the company was headquartered at and Delaware where the company was incorporated. The company CEO was copied with the my correspondence. The company promptly settled with me to make the dispute go away.

I’m sure an insurance pro can state this better than I can so would appreciate any fixing of this description as it may need.

In the old days, the railroad cops would grab a miscreant, beat the hell out of him and tell him not to come back. Doesn’t work that way now.

That would require truly monumental misgovernance, but Newsom and Garcetti are up to the challenge.

State law doesn’t govern railroad operations; but, no, Union Pacific isn’t entirely self insured. They have umbrella coverage to protect against catastrophic damages, Zillions in excess of anything that would come into play here.

One can dream. There was a story making the rounds in New York that after some altar vessels were stolen from a church in Little Italy a couple of melanzanas were found dead in a dumpster with their penises stuffed in their mouths and the vessels were miraculously returned to the church. They most have prayed to St. Anthony, he's good a returning lost items. Especially if you offer them to the wrong fence.

Bill Casey told the story of a couple of Russian diplomats who were kidnapped in Beirut by Hezbollah. The cousins of the kidnappers were found with their penises sewed in their mouths (they had no need for them anymore at this point. Their mouths or penises.) Casey said that Russia speaks Hezbollah's language. With a slight trace of a Russian accent.
