I also have read that Epps himself did not actually enter the Capitol grounds. I don't know whether that is true or not as well, but it would be worth knowing the answer as a potential explanation for why he wasn't charged.

Interesting that Ray Epps, an apparent unknown “conservative” wearing all his Trump gear and posing as a big Trump supporter, was privately interviewed by the committee apparently unbeknownst to Cruz, Jordan, etal... And the committee came up with a defense for him, promptly (and quietly) let him go.
The statement about Epps leaves ample room for him working for the DNC, or something to similar effect wide open.
If this were the case it would not be the first time such persons had so employed, as one of the earlier Project Veritas videos dealt with collusion between the DNC and a PAC to place such persons at Trump events in 2016.
