The Trump-led Executive Branch was utterly powerless to influence the so-called Intelligence Community, EITHER to get it to refrain from doing anything it wanted to do, or to stop doing anything it wanted to continue doing, OR to get it to begin doing anything it didn’t want to do, or to continue doing anything it wanted to stop doing.
