It sounds like they were using a real gun to save money.
I recall reading about a Beretta prop gun that was designed for movies, and used special 8mm blank ammo, specifically so a real round couldn’t be touched off in it. As I recall, it was legally not a real firearm, as it was not capable of taking a real round due to how it was designed, so it could be used in a city, where use of a real gun might bring legal issues.
