I believe if it would be possible to follow the money, favored companies, government bureaucrats, politicians and their friends, cronies, and families are benefitting by the billions of dollars involved. It’s money, nothing more.
It IS all about the money. Forensic audits would turn up a treasure trove of bribes and kickbacks in the $billions.
