The problem with bio-weapons is the possibility for blow-back (infecting your own people).
What if you could create a bio-weapon that would only attack specific people who have been altered in a specific way? If you could get the population of an entire target-nation altered to carry the receptor for the bio-weapon you then release, your could take out that country without firing a shot and move in to take over the now-empty land and infrastructure.
Could you think of a more perfect plan to carry out The Great Reset, which includes drastic global population reduction?
