Note that JoeBama’s Presidential security briefing (which, btw is not normally publicly posted as to time in prior presidents or as to the nature of the briefing— just Pres. Daily Briefing on the scheds.)— occurs at 10:15 in the morning.
10:15 AM? Working Presidents do not have such a light limp schedule, and their days began much earlier. Eisenhower Army discipline, Reagan— full schedule and a worker. Neither Obamuamao or JoeBama (term III of obamaumao) ever worked at much except... bs verbage and imaging appearance vacuous speeches with lots of echo on the sound systems.
Dementia.
He is missing a part of his brain, most forget- from prior brain surgery, and not too bright to begin with always full of brag about his grades in school, graduating place in class, and so forth. He had to quit a Presidential run over his lying and arrogance about his own “brilliance”.
So for some time, he has been on all kinds of shall we say ‘elevating” agents, stimulants, narcotics— and we should not forget the jet black contact lenses he wore at debates (he has blue eyes- his eyes were jet black (tech people have explained what these were- so he could be fed info to read live, and in secret from any observers. Didn’t work).
The word salad thing is working pretty well for him. Being incoherent has its advantages: nobody can form a related question to a jumbled mess of words.
If Trump had slurred one sentence the 25th Amendment crowd (both parties) would have demanded his removal. Yet Biden utters incomprehensible gibberish all the time.
He still manages to lie pretty well. That ability never seems to elude him. I guess decades of practice makes it instinctive.
