Bouchard has been winning elections as state GOP Senator was poorly worded to suggest Bouchard represented the entire state, and false in that Bouchard has only won a single election (with two prior losses) in his political career.

State Senators like House seats for DC are voted for by those in the congressional district concerned. Bouchard will face voters in a congressional district, just as he did and won for his state senate elections, albeit the districts will not be identical. He is not facing a statewide election.
