Easy solution is for gun manufacturers to refuse to sell guns to any government agency. They should have done this a long time ago. Once the message is received and these legislative threats are stopped then gun makers should still refuse to sell to any agency. What they do instead is lease the guns only, along with service contracts that would provide lucrative income streams.

I'd be willing to bet that if manufacturers did this, the government would simply have the army confiscate their inventory. Its not like the government doesn't already exempt itself from every other law.
