The sinking of the Lusitania comes to mind.

Because the Lusitania was sending weapons to Britain.

And Britain had a crippling Naval Blockade of Germany.

A true neutral would have told Britain that we would not risk our ships to aid them.

Sunk in May of 1915, U.S. declares war in April of 1917. Took a couple of years for us to react to the sinking of a British ship.
