When I saw this, I thought it was a gun. But I can't be sure.
But IMO, this now-deceased jackass with his multicolor "Just Do It" sweatshirt shouldn't have been in a situation by firing a weapon and running from cops in a dimly lit alley.
Now he's dead. I have all the sympathy in the world for the policeman who shot him, and IMO, we all better start having some sympathy for people like him.
Doesn't mean we give them carte blanche and don't weed out the bad ones, but my heart goes out to him. His professional life is probably ruined now.

I’m pretty sure it’s the shadow of his hand on the fence. At 2:04, though, it appears he has something in his right hand that he’s trying to put behind the fence.
I don’t think it’s a gun, it is after the hands up frame, where his hands are empty, and after he’s been shot.
What I think you saw was the shadow of his hand against the fence.
The gun had already been tossed behind the fence. I know this because the image you posted was after the cop fired and the suspect was on his way down. If he had a gun in his hand as you implied, the gun would have been very close to the body. The gun was found about 10' behind the fence opening, clearly indicating the suspect had already tossed the gun just prior to being shot.
