Why wouldn't they? There's tons of money to be made from it.
For example:
I build my own coils and mix my own fluid.
The coil material (kanthol wire and Japanese organic cotton) can be bought for less than $17. The actual base they go into (The Rebuildable Tank Atomizer) is less than $30.
If properly maintained, that $47 can last me over a year.
The box mods can be bought for anywhere between $40-$999 (There's some really high-end devices out there).
As with the RTA, the box mods will last for years if taken care of.
The fluids I mix runs anywhere between $24-$30 per purchase. Those are bought as needed, but the nicotine and flavorings go into the smallest percentage in the mixes (Between 5-10 percent), while the majority of ingredients consist of propylene glycol and vegetable glycerin -which are very cheap and widely available.
I can make a 30ML bottle of fluid that would last me a week for about 75 cents. But the vape shops charge between $5-$30. They also charge between $3-$12 for their pre-built coil atomizers.
By banning shipment of these items (Not just to the consumer, but also to the businesses that sell them), they make it more of an inconvenience for the end user, and they eventually will go for the more easily attainable products that are sold almost everywhere: Cigarettes.
Therefore...More tax revenue for the government.
